 ATTACHMENT F <br /> Planning & Development <br /> Planning <br /> <br /> City of Eugene <br /> 99 West 10th Avenue <br /> Eugene, Oregon 97401 <br /> (541) 682-5443 <br /> (541) 682-5572 FAX <br /> <br />Date: November 10, 2003 <br />To: Chair Franke and Land Conservation and Development Commissioners <br />From: Susan Muir, Planning Director <br /> <br />Subject: Eugene-Springfield Metropolitan Area's Nodal Development Implementation Status <br /> Report - December 2003 <br /> <br />In May, 2001, the Land Conservation and Development Commission (LCDC) approved the Eugene- <br />Springfield Alternative Plan and Performance Measures contained in the Eugene-Springfield <br />Metropolitan Area Transportation Plan (TransPlan). The measures were developed as one part of <br />the region's strategy to implement an integrated approach to land use and transportation planning <br />and to replace state-mandated Vehicle Miles Traveled (VMT) reduction targets intended to reduce <br />reliance on the automobile. <br /> <br />The LCDC Order approving the alternative measures (Commission Order 01-LCDC-024), dated <br />May 8, 2001 contains four recommendations for local action. Those recommendations are as <br />follows: <br /> <br />1. LCOG should amend TransPlan to include a schedule for implementation of the nodal <br /> development strategy. <br />2. Eugene and Springfield need to specify areas for nodal development within one year. <br />3. Eugene and Springfield need to adopt Metro Plan designations and zoning amendments for the <br /> specified nodes within two years after TransPlan adoption. <br />4. Eugene, Springfield and Lane County need to review plan amendments and zone changes <br /> outside nodes to assure that they are consistent with the nodal development strategy. <br /> <br />Eugene has provided specific area plans, zoning, or Metro Plan designations for nodal development <br />covering 892 acres, including the Downtown Eugene central business district. This represents 90% <br />of the 2005 target acreage for the entire Eugene-Springfield metropolitan region. We are pleased to <br />report we have made significant progress towards achieving the goals in the Transportation <br />Planning Rule and our alternative strategy. We appreciate all of the resources you and your staff <br />have put into assisting us with this matter. We look forward to the December 2003 briefing so we <br />can discuss the progress we have made towards completing the tasks within the Order. Our goal in <br />December is to send a clear message to the Commission that the City of Eugene is committed to the <br />nodal development concept. This commitment is clearly emphasized by the Planning Commission <br />and City Council efforts outlined in this memo.
