Site Selection for Priority Nodes Stage two of the node identification process began in 2001 with City <br />Council approval of its work plan for 2001-2002. Among the items on that work plan were the following: <br />· Develop a funding, implementation and regulatory plan for nodal development <br />· Planning Commission recommendation (on nodal development implementation), and <br />· City council action on plan, including selection of priority nodes. <br /> <br />The first step in that process was the selection of the "highest priority nodal development areas". The <br />second step in the process (application of nodal development designations and zoning) is further discussed <br />in the section addressing Order Recommendation #3, below. <br /> <br />In October, 2001 the Eugene Planning Commission began the process to select at least 10 potential high- <br />priority nodal development areas with the intention of forwarding a recommendation to the City Council for <br />final selection of eight areas for the application of the/ND Nodal Development Metro Plan designation and <br />the Eugene/ND Nodal Development overlay zone. The eight areas were in addition to the Royal and <br />Chase Gardens areas where detailed nodal development plans and zoning regulations were adopted <br />separately AND the Downtown and South Bank nodal development areas where updated plans and zoning <br />regulations will be adopted separately as part of the Downtown Plan Update. <br /> <br />Throughout October, 2001 the Planning Commission held work sessions to review background material on <br />potential nodal development areas within the Eugene urban growth boundary and to review and approve <br />criteria for selection of high-priority nodal development areas. Prior to beginning the work sessions, the <br />commission asked staff to provide the following information on each of the 39 potential nodal development <br />areas within Eugene's UGB: <br /> <br />· Whether there is a proposed Bus Rapid Transit corridor through or adjacent to the node; <br />· Distance from downtown Eugene; <br />· Existing population and employment within the area; <br />· Existing Metro Plan designations; <br />· Existing zoning; and <br />· Existing land use <br /> <br />Staff also prepared a set of draft site selection criteria for the work sessions; the Planning Commission <br />revised those draft criteria during the site selection process resulting in the following criteria for selection <br />of the eight high-priority nodal development areas. <br /> <br />1. Bus Rapid Transit corridor through or adjacent to the node. <br />2. Within three miles of downtown (measured from the intersection of Broadway and Willamette); for <br /> areas beyond three miles of downtown, minimum 20% undeveloped/vacant land. <br />3. Mixture of existing residential and non-residential/mixed-use zoning; minimum of 20% residential <br /> zoning. <br />4. Proximity to existing parks, open space or protected natural areas or opportunity to establish within the <br /> area. <br />5. For all nodes selected, distribution of geographic locations and types throughout the city. <br />6. In the short-term, opportunities for development or redevelopment consistent with the nodal <br /> development concept. <br />7. In the short-term, potential for incompatible development or redevelopment that would reduce the long- <br /> term opportunities for nodal development. <br /> <br /> 5 <br /> <br /> <br />
