Councilor Kelly declared he was in no way convinced that the City should consider providing ongoing <br />funding to LCARA at the previous levels and that this vote was for one-time funding. He looked forward <br />to the meeting on January 12 at which the Animal Welfare Task Force would present its report. <br /> <br />City Manager Taylor conveyed the wish of staff to discuss why Lane County was the only county that <br />participated in the funding of animal control, as all other counties considered such funding a county <br />responsibility. <br /> <br />Councilor Bettman voiced her support for Councilor Nathanson's motion. <br /> <br /> The substitute motion to provide $26,000 from the General Fund Contingency Ac- <br /> count to the cattery for FY04 failed, 6:2; councilors Taylor and Kelly voting in sup- <br /> port. <br /> <br />Councilor Kelly expressed concern that Councilor Nathanson's motion would only provide ;;bridge" <br />funding for the cattery. He opposed the motion, stating it would ultimately cause more problems than it <br />would solve. <br /> <br />Councilor Pap6 voiced his support for the motion. He commented that hearing that Eugene was ;;48 <br />percent of the problem" had helped to sway his vote. <br /> <br />Councilor Taylor, declaring something was better than nothing, said she would vote in favor of Councilor <br />Nathanson's motion. <br /> <br /> The motion to allocate $15,078 from the General Fund Contingency Account to the <br /> LCARA cattery passed, 7:1; Councilor Kelly voting in opposition. <br /> <br /> Councilor Bettman, seconded by Councilor Pap~, moved to amend Resolution 4781 <br /> to place $500,000 from the $1,220,610 proposed for the Reserve for Revenue Short- <br /> fall into a separate reserve account dedicated to the hospital siting, as per the council <br /> resolution. Should the funding remain unused, it shall be reallocated to the Reserve <br /> for Revenue Shortfall. <br /> <br />Councilor Kelly conveyed his appreciation to councilors Bettman and Pap~ for putting the motion on the <br />floor. He averred the motion sent %trong signals" that the City was willing to aggressively work to site the <br />hospital. <br /> <br />Councilor Solomon found it ironic that the council was willing to spend $500,000 to attract a hospital but <br />was unwilling to spend $400,000 to attract an airline service with money reserved for that specific purpose. <br /> <br />Councilor Bettman countered that the most important thing to do as a City right now, within the parameters <br />of the budget, was to assure citizens access to emergency room services within the geographic core. <br /> <br /> Councilor Pap~, seconded by Councilor Bettman, moved to extend the meeting by 15 <br /> minutes.
