Internal Affairs conducts the investigation, and the auditor provides input during <br /> the course of the investigation. After the initial investigation is completed, the <br /> auditor and perhaps a supervisor or Internal Affairs officer meets with the <br /> complainant to review the initial results of the investigation. The auditor may <br /> recommend additional investigation as a result of that interview. <br /> <br /> 3. The auditor's office will provide timely notification to complainants of the <br /> status of the investigation, including options and time frames for resolving <br /> complaints, and inform the complainant of the final decision. <br /> <br /> 4. Once the investigation is complete, the results are provided to the <br /> supervisor who makes a preliminary recommendation on adjudication. <br /> The auditor meets with the supervisor, reviews the investigation and <br /> provides input regarding the supervisor's recommendation. The <br /> recommendation then proceeds up the chain of command, and the auditor <br /> may participate at each level (including meeting with the Chief) to discuss <br /> adjudication. The final adjudication decision rests with the Chief of Police. <br /> <br /> 5. The auditor plays no role in determining what discipline, if any, should be <br /> imposed and thus does not need to review prior discipline decisions for <br /> consistency. <br /> <br /> 6. The auditor provides quarterly reports to the CRB and the Chief regarding <br /> suggestions for changes to policies or procedures. The CRB may conduct <br /> "closed case" reviews of completed investigations based on pre- <br /> established criteria. <br /> <br /> 7. If the complaint is one in which the CRB gets involved prior to adjudication, the <br /> auditor meets with the CRB, reviews the investigation, the proposed findings of <br /> fact and the proposed adjudication. The CRB may hear directly from the <br /> complainant or other involved parties, but cannot compel testimony. The CRB <br /> may make suggestions or express concems, which will be relayed to the chain of . <br /> command for potential reconsideration. Like the auditor, the CRB will have no <br /> role in determining discipline. <br /> <br /> Questions related to the auditor function and the CRB function are addressed separately <br /> as follows. <br /> <br /> <br />
