ATTACHMENT B

MINUTES

Eugene City Council
Work Session
McNutt Room--Eugene City Hall

June 27, 2005
5:30 p.m.

COUNCILORS PRESENT: George Poling, Jennifer Solomon, Betty Taylor, David Kelly, Gary Pap6,
Bonny Bettman, Chris Pryor.

COUNCILORS ABSENT: Andrea Ortiz.

Mayor Kitty Piercy called the meeting of the Eugene City Council to order. She noted that Ms. Ortiz was
not able to attend the meeting as she was out of town.

A. ITEMS FROM MAYOR, COUNCIL, AND CITY MANAGER

Mayor Piercy discussed her recent attendance at the United States Conference of Mayors in Chicago,
Illinois, saying it was an opportunity to learn more about "best practices" with regard to such issues as
revitalization of downtown, green buildings, and public safety.

Mayor Piercy acknowledged the City of Eugene's receipt of a "Nature Friendly" award because of its
work on wetlands, wastewater and storm water management, and integrated pesticide management.

Mayor Piercy announced that the Mayor's Sustainability Business Initiative Task Force would meet the
next day in the McNutt Room at noon.

Mayor Piercy reported that the cities of Lane County were meeting with representatives of the Board of
County Commissioners on June 30 to discuss public safety funding. She and Mr. Kelly would represent
the council at that discussion.

Mayor Piercy said she attended the Brunet Loeb Forum on land use policy at Willamette University and
heard an interesting discussion. Most interesting to her were the mention of how half of Oregonians were
not involved in the discussion on land use that occurred in the 1970s and the acknowledgement of the
need to reengage citizens about the topic again.

Ms. Solomon reported she represented Mayor Piercy on Flag Day and presented a proclamation to the
Veterans of Foreign Wars Post 293 at its celebration at the Valley River Inn. She said the event was
lovely and it was a privilege to be with the veterans.

Ms. Solomon reported that she also stood in for the Mayor for a welcome speech to the delegates of a
recent Toastmasters Convention held in Eugene, and noted her own past involvement in the organization.

MINUTES--Eugene City Council June 27, 2005 Page 1
Work Session
