Ms. Solomon noted a movement to spur the improvement of Eugene relations with Lane County and looked forward to seeing how that worked out. She said it would be useful to know what was going on with the County agenda, and asked that Board of County Commissioners agendas be included in her meeting packets. Mr. Pryor said he attended the recent State of Caring presentation regarding the community trend survey, and the economic indicators for a variety of areas were presented; some were positive, and some had gone down. He emphasized that there was much remaining to be done in the area of human.services. He encouraged those listening to visit the United Way web site to view the data. Mr. Pryor said he recently played miniature golf with Mayor Piercy and Mayor Sid Leiken and, in fact had been playing with Mrs. Leiken in a foursome against the mayors. He announced that the final score was a tie. Ms. Bettman had no items. Mr. Papb said he attended a meeting of River Avenue residents, and thanked City Manager Dennis Taylor for the effort of the Public Works Department in attempting to determine what residents and business owners wanted in the area. There apparently had been a misunderstanding about who paid for bicycle paths, and he wanted to ensure that residents understood those costs were not included in the assessment. Mr. Papfi also commended Assistant City Manager Jim Carlson for hiring consultant David Reed and Associates to work with the River Road/Santa Clara transition team, and noted that James Rapp of the consultant team had authored a white paper outlining the various options for service delivery in that area. He encouraged councilors to read the white paper. Mr. Pap6 said at a recent meeting of the Board of Directors of the Lane Council of Governments, the board heard a presentation from Bob Warren of the Oregon Economic and Community Development Department (OECDD). He suggested the council schedule a similar presentation and take advantage of Mr. Warren's expertise and awareness of different funding sources. Mr. Papfi suggested the council hold a work session on the outcome of the parks and open space bond measure. Mr. Kelly mentioned the Human Rights Commission's recent well-attended and reasonably well-reported- on public forum on the proposed code amendments related to gender identity. The commission would soon discuss what, if anything, it would forward to the council. Mr. Kelly reported that the Region 2050 effort received some funding to do regional computer modeling of the transportation system, which would be important to the ultimate decisions and recommendations of the Region 2050 steering committee. A preliminary examination of the system was made, and that examination indicated that regardless of the scenario chosen, if the population grew by the same amount, "it was very difficult to imagine" that the community would be able to secure funding for road capacity improvements to keep traffic at the current level of congestion. He speculated that an overarching discussion of "adjusting expectations" and thinking of other ways to rely less on auto transportation would be needed.
