Since the approval of the FYO5 work plan, the Planning Commission and staff have focused their <br />efforts on the high priorities established by Council. As can be seen on the following pages, many of <br />the high priority items have either been completed or are in process. The summary below represents a <br />status report on the high priority work tasks established in FY05. <br /> <br /> Project Status/Notes <br /> Nodal Program Based on Council direction, Planning Commission and staff refined the <br /> (Renamed "Mixed program with an emphasis on site specific planning and extensive <br /> Use Centers") neighborhood collaboration/outreach. Staff is in the process of meeting with <br /> all neighborhood groups to listen to specific neighborhood issues and to <br /> educate the public about mixed use centers. Specific projects include the <br /> Chambers Reconsidered (Planning Commission public hearing held 6/28/05; <br /> recommendation expected 8/05); Walnut Station initial workshop held 6/21/05 <br /> Minor Amendments The Planning Commission held a series of work sessions to establish list of <br /> to the Land Use Code phase 1 amendments (Minor code fixes) which qualified as minor, non-policy <br /> amendments. Public hearing held on 81 potential minor code fixes on 5/17/05. <br /> Final deliberation and recommendation expected Aug/Sept 05. Phase 2 (Key <br /> Amendments) to begin late Fall 05. <br /> Downtown & Downtown Area Housing Policy Analysis (DAHPA) completed and Planning <br /> Courthouse associated Commission 12/6/04. Downtown Plan Update adopted by Council 4/04. <br /> projects Preservation Plan for historically significant structure on Courthouse site <br /> completed. The ERAC committee provided a report and recommendations of <br /> potential amendments regarding downtown zoning. Central Area <br /> Transportation Study completed. As additional tasks are identified under this <br /> priority, further discussion of Planning's role/resources will be necessary. <br /> Goal 5 (Natural Goal 5 inventory approved by LCDC 12/04. Local wetland inventory <br /> Resources) associated approved by DSL 4/05. West Eugene Wetlands Zoning Implementation of NR <br /> projects zone and Wetland Buffer/Waterside Protection Overlays approved by Hearings <br /> Official 1/04. Planning Commission has held a public hearing and 8 work <br /> sessions regarding ESEE Analysis and protection program. Recommendation <br /> anticipated 7/05; Council work session and public hearing scheduled for 9/05. <br /> Emerging Issues River Road/Santa Clara Transition Project: Ongoing. Planning staff serving in <br /> minor support role. <br /> Buildable Lands Supply: RFP for Commercial/Industrial study in review. <br /> Lane County is lead on the project. <br /> Economic Development, Hospital & other major projects: Further action in <br /> response to appeal decision on Hospital Code Amendments on hold. City <br /> Manager is lead on remaining hospital issues. <br /> Civic Center: City Manager's office working with Council on next steps. <br /> Cell Tower Ordinance Council adopted amended cell tower ordinance 12/04. City Attorney will be <br /> Update providing scope of work regarding comprehensive update <br /> Investigate alternative Planning Commission continues to look at options, such as those proposed in <br /> path process the Chambers Reconsidered project. Planning Commission will be visiting <br /> with Wilsonville staff soon to discuss their alternative path process. <br /> <br /> <br />
