The kickoff neighborhood event, with the Downtown Neighborhood Association, is scheduled for the evening of February 27 (5:30-7:00pm, Bascom Room, Downtown Library). <br />Site Schedule Staff is planning for construction activity for infrastructure and the park over the next two years. Three basic phases will proceed in the following order: 1) building demolition, 2) site preparation, and 3) park and infrastructure. <br />• Building Demolition. Building demolition will take place this spring and will include demolition and abatement of the major structures (Midgley, Bow Truss, tire shop, and Equipment Repair buildings). For the Bow Truss building, staff is working with the State Historic Preservation Office to ensure that proper attention is given to anything of historic value. <br />• Site Preparation. Work is planned to start in the summer and finish in the fall of 2019. This includes riverbank restoration/riparian enhancement, tree removal and contouring (grading) the site to accommodate the park, streets, utilities and buildings. <br />• Park and Infrastructure. See next two sections below. <br />Riverfront Park Last year, the City officially took ownership of the Riverfront Park site from Eugene Water & Electric Board. Concurrently, the Riverfront Park has moved into the design development phase of planning work and has been split into two construction phases: the first phase concentrates on riparian enhancements along the river bank; the second phase includes most of the upland elements. Riparian enhancement is scheduled to begin this summer and finish in the fall. Construction of the park paths, landscape, viewing points and utilities in the three-acre linear park is planned to start in the spring of 2020 and be open by spring of 2021. Construction of the adjacent one-acre park plaza will follow construction of the linear park. Additional public outreach for the design development phase will happen this spring/summer. The concept design for the park is in Attachment B. More information can be found at the Downtown Riverfront Park website (https://www.eugene-or.gov/3917/Downtown-Riverfront-Park). <br />Infrastructure & Local Improvement District Based on City Council’s July 9 and October 22, 2018, direction approving steps #1 and #2 of the LID process, engineering and design work is underway for the next 12 months. Construction bids are estimated to be received in early 2020 followed by a public hearing before a hearings official. Council action to form the LID and authorize the City Manager to award a construction contract is estimated for late spring 2020. Subsequent to the completion of construction and a public hearing on proposed assessments, council will take action on an ordinance levying the assessments, expected for early 2021. The estimated FY19 design cost of infrastructure is $1M, which is being funded with Riverfront Urban Renewal funds, through existing capital budget authority.
