<br />February 19, 2019, Work Session – Item 2 <br />anticipate including additional funds in the FY20 Proposed Budget for design and preliminary infrastructure work. <br />Steam Plant In April 2018, the Agency Board approved a process and criteria to select a developer for redevelopment of the Steam Plant. In August, the City invited a local team led by Mark Miksis, of deChase Miksis, and Mark Frohnmayer, of Arcimoto, to prepare a full proposal for the redevelopment of the Steam Plant. The team is in the process of assessing the building’s potential, bringing in architects, engineers and other experts and beginning to explore a financing strategy. In partnership with the City, the team’s public engagement effort began at the end of January. This includes presence at several community events, an online survey, and an Open House scheduled for February 7 (4-7pm at the EWEB Headquarters building, 500 E. 4th Avenue, Community Room/Training Room). More information and a link to the survey can be found at the Steam Plant website (https://www.eugene-or.gov/3875/Downtown-Riverfront-Steam-Plant). The survey is open through February 19. Following public engagement, the Riverfront Urban Renewal District advisory committee, River Guides, will evaluate the proposal using the Agency Board-approved criteria and make a recommendation to the Agency Director and Board. The Agency Board is scheduled to review the proposal on April 8 and will be asked to take action on whether or not to authorize the Agency Director to move forward and negotiate deal points with the team. Should the Agency Board authorize negotiation, there would be a subsequent work session in early summer on the deal points. <br />Quiet Zone The 10 crossings in the railroad Quiet Zone project are planned for construction in 2020, three of which are near to the Downtown Riverfront redevelopment (8th Ave./Hilyard, High/5th Ave. and Pearl/5th Ave.). More information can be found at the Quiet Zone website (https://www.eugene-or.gov/2920/RRQZ---Railroad-Quiet-Zone). <br />MUPTE WDA estimates submitting a MUPTE application around August for the first parcel (Lot 3A on the eastern side of High street between 5th and 4th avenues) to be developed. If so, the 30-day written comment period would be in September, the MUPTE Review Panel would meet in early fall, and City Council would consider the application in November/December. WDA also plans to submit applications for the other two multi-unit market rate housing projects in the future. <br />EWEB Headquarters Building An appraisal for the EWEB Headquarters building is scheduled to be completed in February. <br />PREVIOUS COUNCIL/AGENCY BOARD DIRECTION July 9, 2018, Work Session <br /> Authorized the Agency Director to approve a disposition and development agreement consistent with the terms included in Attachment B and to direct the Agency
