WEST EL~ENE PARKWAY ~O~F!ED PROJECT--CO~SISTENCY WiTH THE STATEWtDE PLANNING GOALS AND TRA~tSPORTATt~ PLANNI~ RULE <br /> <br />The process resulting in the recommendation for the Modified Project included study of a range of <br />alternative alignments at locations not requiring goal exceptions. For the reasons stated below and in <br />the Alternatives Memorandum, incorporated herein by reference, none of those alternative alignments <br />can reasonably accommodate the proposed use. <br /> <br />The alternative alignments not requiring new exceptions are the following. <br /> <br /> Environmental Protection Agency Alternative <br /> Environmental Protection Agency Optimized Alternative <br /> Green H~ll Road At-Grade Alternative <br /> Southern Alternative <br /> Southern (Modified) Alternative <br /> Approved Design <br /> Green Hill Flyover Alternative <br /> <br />These alternatives are illustrated on Figure 1. <br /> <br />Environmental Protection Agency Alternative <br />This first o£two Env~mmental Protection Agency (EPA) alternatives proposes a "no*build" <br />condkion from Beltline H~ghway to the O~ Hill area no~ of the railroad tracks and west of Goble <br />Lane. Traffic west of the Beltline/WEP interSection would use West 1 tth Avenue and Bekline <br />Highway to access the WEP. <br /> <br />This EPA alternative cannot reasonably accommodate the identfffied need because it ~not operate as <br />a major arterial ~n a manner consistent with applicable design and safety standards or achieve state <br />and local transportation objectives. The EPA alternative would result in severe and unacceptable <br />traffic congestion at the three major intersections along West 1 lth Avenue between Beltline Highway <br />and Highway 126. Under this alternative, the West I lth Avenue~/Green Hill Road interSection would <br />operate at LOS F with a volume to capaci~ (v/c) ratio of 1.1 l; the West 11th Avenue/Danebo <br />intersection would operate at LOS F with a v/c ratio of 1.84; and the West 1 lth Avenue/Bettline <br />Highway intersection would operate at LOS F with a 2.40 v/c ratio. See Alternatives Memorandum, <br />Appendix C and SDEt3 at 5-~3. These severe congestion problems cause this alternative to be unsafe <br />and inefficient, and the h~lure to meet applicable standards would result in registered professional <br />engineerS not approving the alternative. <br /> <br />Moreover, the EPA Alternative does not support the purposes and needs of the project to improve <br />access to the West Eugene ~ndustr[al area, relieve congestion on West 1 lth Avenue, or facilitate <br />~nterregional and intra-regional travel. <br /> <br />Environmenta~ Protection Agency Optimized Alternative <br />The EPA Optimized Alternative would follow the same concept as the EPA Alternative, except that <br />the facility would be designed to meet the transportation operational requirements of a parkway. To <br />meet acceptable (LOS D) traffic operating conditions, this would potentially require intemhanges at <br />WEP/Bekline Highway, Beltl[ne Highway/West 1 lth Avenue, and West 1 Ith AvenueFFerry Street; <br />frontage roads along much ~f not all of West 1 lth Avenue; potential connectors between Danebo <br />Avenue and Beltl[ne Highway and between Terry Street and West 1 lth Avenue; the closure of the <br />Danebo Avenue/West 1 lth Avenue intemection; mad substantial widening (potentially up to eight <br />lanes) along portions of West 1 lth Avenue (EDENS at 2-20). <br /> <br />The EPA Optim~ Alternative cannot reasonably accommodate the identified transportation need <br />because ~t ~s not geometfically £eas[ble or prudent.
