ALTERNATrVES C(~SJOERED - WEP <br /> <br />West 18th Avenue - West 18th is located approximately 0~6 miles south of West 11th Avenue and <br />is classified as a minor arterial. West 18th connects to Willow Creek Road to the west extending past <br />Garfield to the east to Agate Street. The section from Willow Creek Road to Bertelsen is currently <br />being reconstructed to urban standards. From Bertelsen to Bail<¢ Hill, West 18th is a two lane <br />facility with bike lanes and parking on both sides through a residential section posted at 40 mph. <br />From Bailey Hill to Garfield, West 18th is a three lane section with bike lanes, no parking through a <br />mixture of residential, financial, churches, and five schools with a posted speed of 30 mph~ The <br />vertical and horizontal alignments may be designed for running speeds less than the posted speed. <br /> <br />Without the WEP, using West t8th as an alternative route would require an average out of direction <br />travel distance of approximately 1.2 miles. In addition travel speeds would be reduced and there are a <br />significant number of schools and associated crossings where pedestrian/vehicle conflicts exist <br />translating to potential safety problems. <br /> <br />West Eugene P:~rkway - WEP is proposed to function as a limited access controlled fhcility. As <br />such, the facility would serve primarily through trips while other parallel facilities would primarily <br />serve local trips and facilitate access to lands in the West Eugene vicinity. Table 2 reports the percent <br />of through trips not originating in or destined for the West Eugene corridor defined as Royal Avenue <br />to the north, West 18th to the south, Green Hill Road to the west, and River Road to the east. The <br />function of the WEP will be to primarily carry through trips. The purpose of other nearby facilities <br />will be to carry local travel trips. The total through trips entering/exiting the WEP west of Greenhill <br />amounts to over 42% of total trips exiting/entering the WEP at Highway 99.
