ALTERNATES ~DE~D ? WEP <br /> <br />Appendi× E-Related Projects <br />One major re,on for undertaking the West Eugene Wetlands Study was to solve the issue of <br />how the City might recoup some of the remaining capacity for over $12~000~000 wo~h of <br />ex~Sfing ~astmcture already extended ~nto ~e west Eugene region. ~ere are other <br />exmmples where projec~ ~e cu~ently moving fo~d under the premise of pl~ed gro~h~ <br />~Ath ~e V~P~ ~nteg~ component of local pl~s. In recent years, pr0jecm have been <br />deveBped not only m acco~odate the WEP. Specifically, the 1 I~35 Project developed <br />cooperatively by the US ~my Co~s of Engineem ~d C~ty of Eugene w~ designed m <br />acc ~e al~g~ent of the Modified Project for the segment no~ of the ra~Iroad <br />tracks. <br /> <br />Phase l, stage lofthis project is constructed. Phase l, stage 2 is scheduled for a construction <br />bid submittal in November i999. The interchange at the crossing of WEP and Bekline is not <br />e~ently progrmed for ~Ming Md scheduled for constmction~ but has been completed <br />~Ough the NEPA process. The final config~ation wSll provide four lanes with full access <br />control from West 11th Avenue m 99 (No~ City Limits) and construction of a <br />grade separated interchange at the crossing of the WEP~ <br /> <br />West Eugene Development <br /> <br />The urban growth 'boundary (UGB) in.the West Eugene area generally extends to Green Hill <br />Road. All of the development projects described below are consistent w/th the long-range <br />planrfing designations for the West Eugene area. Wl~fite projects such as Hyundai (Willow <br />Creek area) have been envisioned in Eugene planrfing documents~ their development is much <br />more ora certainty. Hyundai v,511 generate additional support businesses ~n the West Eugene <br />area, and w[tl soon place demands -upon housing supply. <br /> <br />Pacific Scanning Systems Expansions <br />The Pacific Scanning Systems site accesses West 11~ Avenue v~a Terry Street~ Additional <br />expansions of this facility have been under discussion, but no current activity ~s underway. <br /> <br />Green H~I~ Technology Park <br />The technology park's subdivision has been approved and the infrastructure for the first <br />phase ~s constructed~ including a loop road off West 1 lt~ Avenue west of Terry Street~ The <br />technology park's approved subdivision includes 17 lots ranging Lq size from approximately <br />1.6 hectares (approxLmately 4 acres) to 6.9 hectares (17 acres), consistent w~th Caxnpus <br />Industrial zoning (light industrial). Rosen Products completed their first phase and by <br />September 1999 employed over 200 workers. Approximately 15 hectares (37 acres) of <br /> wetland ~¼11 be filled by the technology park development. Wetland mitigation <br />has occurred on properties north of the CORP raJlroad tracks and west of Danebo Avenue. <br /> <br />BargeflBeltline Commercia~lResidential Development <br />Vacant land in the northeast quadrant of the Beltline£Barger intersection is being developed. <br />Tiffs area is nearing buildout with a W~nco Store~ AM-PM mini-market/gas stafion, <br /> <br />E×HIE~IT C~2- F~NDINGS 32 <br /> <br /> <br />
