Exhibit A <br /> <br />SUMMARY LIST OF WEP-RELATED AMENDMENTS TO TRANSPLAN <br /> (Based on December 2001 Adopted TransPlan) <br /> <br />The following list presents all proposed amendments to the adopted December 2001 <br />TransPlan resulting from full inclusion of the West Eugene Parkway (WEP). The <br />amendments are identified by chapter and page number, and then presented, where <br />possible, in legislative format. <br /> <br />Amendments to certain sections of TransPlan (for example, the project lists and <br />Chapter 4) are extensive. In these cases, the summary below references the amended <br />section, which is then attached to this list reprinted in its entirety. <br /> <br />In some cases, it is not practical to present an amendment in legislative format (for <br />example, maps and financial summary tables). In these cases both the original version <br />adopted in December 2001 and the draft proposed amended version are attached to <br />this list. <br /> <br />Page 2 <br /> <br /> , there will also be: <br /> ~ 8 percent less vehicle miles traveled (VMT) per capita, <br /> c> 22 20.. 5 percent more trips under one mile in length, <br /> ~> 7 percent fewer drive alone trips, <br /> ¢ 29 percent more non-auto trips, and <br /> ~> 11 percent less carbon monoxide emissions. <br /> <br />Page 5 <br /> <br />Because TransPlan serves as both the federally required Regional <br />TransportatiOn Plan for the Eugene~Spdngfield area and as the Transportation <br />Functional Plan for Metro Plan, mo planning horizons are referred to in the <br />document- 2015 and 20201. The 2015 planning horizon is used to be <br />consistent with the 2015 Me~ro Plan planning horizon. In particular, forecasted <br />regional land use allocations use Metro Plan's 2015 land uses as a basis.
