ANNEXATION <br />OF <br />THE RANDALL MORROW & DENISE THOMAS PROPERTY <br />TO THE CITY OF EUGENE <br />ASSESSOR’S MAP NO. 17-04-24-32, TAX LOT 3300 <br />CRITERIA CONFORMANCE STATEMENT <br />GENERAL CRITERIA <br />MAY 16, 2018 <br />This criteria conformance statement was written to accompany the annexation <br />application for Randall Morrow and Denise Thomas. The subject property contains <br />16,471 square feet and zoned R-1/UL. The application is also requests the annexation <br />of the adjacent Sunnyside Drive public right-of-way as depicted on the attached site <br />plan in order to facilitate the annexation of lands contiguous to the city limits. Said public <br />right-of-way contains 7,368 square feet. The future goal of the annexation is to create a <br />two parcel partition of the subject property. <br />9.7825 Annexation – Approval Criteria.The city council shall approve, modify and <br />approve, or deny a proposed annexation based on the application’s <br />consistency with the following: <br />(1)The land proposed to be annexed is within the city’s urban growth <br />boundary and is: <br />(a) Contiguous to the city limits; or <br />(b) Separated from the city only by a public right of way or a stream, <br />bay, lake or other body of water. <br />Response: The subject property and adjacent Sunnyside Drive right-of <br />way are contiguous to property within the city limits, being Assessor’s <br />Map 17-04-24-32, Tax Lot 4800. <br />(2)The proposed annexation is consistent with applicable policies in the <br />Metro Plan and in any applicable refinement plans. <br />Response: The Metro Plan Policy 10, page 11-C-4, recognizes <br />annexations through this normal process to be the highest priority. As <br />such, the proposal is consistent with this policy. <br />Metro Plan Policy 8 provides for annexation when a minimum level of key <br />facilities and services can be provided.
