Metro Plan Policy 15 provides that land within the UGB shall be annexed <br />to a city and provided with the minimum level of urban facilities and <br />services. It further provides that while the timeframe for annexation may <br />vary, annexation should occur as land transitions from urbanizable to <br />urban. The property is within the UGB and therefore, based on this policy, <br />should be annexed. The provision of facilities and services is addressed in <br />standard (3) below. The property is currently zoned R-1/UL which is <br />consistent with the assigned to the site in the Metro Plan. <br />Metro Plan Policy 17 is instructional to the City to dissolve special service <br />districts after annexation and to consider intergovernmental agreements <br />with affected special service districts. This policy is solely informational <br />with respect the applicant proposal & is to be applied at the discretion of <br />the City staff. <br />Metro Plan Policy 19 stipulates the criteria that must be met in order to <br />annex territory to existing service districts within the UGB. This proposal is <br />consistent with Policy 19 in the fact that the key urban services are directly <br />available to the property making immediate annexation to the City a <br />possibility and the affected property owners have provided the signed <br />consent to annex agreement with the City of Eugene in accordance <br />Oregon annexation law. <br />Metro Plan Policy 20 outlines the methodology for extending new urban <br />service to unincorporated areas within the UGB. This proposal is <br />consistent with Policy 20 in the fact that the applicant is requesting <br />annexation to the City of Eugene, which is the highest priority of all the <br />methods outlined in Policy 20 for providing new urban service to <br />unincorporated areas within the UGB. <br />(3)The proposed annexation will result in a boundary in which the minimum <br />level of key urban facilities and services, as defined in the Metro Plan, <br />can be provided in an orderly, efficient, and timely manner. <br />Response: Key urban facilities and services, as defined in the Metro Plan, <br />can be provided in an orderly, efficient, and timely manner as follows: <br />Wastewater service: Wastewater service is currently connected to the <br />existing single family residence on the subject property via the wastewater <br />8” main which lies in the Sunnyside Drive right-of-way. <br />Stormwater: There are no public storm facilities on or adjacent to the <br />property.
