The illustrative plan associated with the Willakenzie Area Plan shows how <br />the code requirements can be satisfied in a manner that meets nodal development objectives. <br /> <br />The plan includes a map identilbying the proposed street network within the plan area; the street <br />network includes major streets (minor arterial, major collector, neighborhood collector) and local <br />streets (medium volume residential~ low volume residential, access lanes and alleys.) The plan <br />also includes design standards for each identified street type; those standards are intended to <br />promote safe~ convenient and economic transportation for all modes of travel. <br /> <br />Transportation planning Rule (OAR 660-012-0060) contains the following requirement: <br /> <br />(J) Amendments to.fi~nctionalplans, acknowledged comprehensive plans, and land use <br /> regulations which significantly affect a transportation 2(bcilio, shah assure that allowed <br /> [and uses are consistent with the identified function, capaciOt, and petformance <br /> standards (~.g~ level of service, volume m capaci~, ratio, ew.) pf the facili~.... <br /> <br />(2) A plan or land use reg~dation amendment significantly affects a wansportation~ci~i~' ~f <br /> <br /> (a) Changes the fi~nctionat classification of an existing or planned ~am~ortation <br /> faciliO'; <br /> The f~cfional classification of the Chase Gardens streets were not ch~ged. <br /> G~den Way Was designated as a major collector in the A~erial and Collector <br /> Street Plan (adopted November 1999). <br /> <br /> (~) Changes standards implementing a functional class~ication s:ystem: <br /> <br /> The sweet f~ction~ classifications are Garden Way - Major Collector; <br /> Centermial - Minor ~efial; Commons Drive - Neighborhood Collector; K~nsrow <br /> - Neighborhood Collector; Marche Chase - Collector; Hartow- Minor A~edal; <br /> and aH others - local.
