Improvements to Garden Way, including water, sanitary sewer, and <br />st°~ drain facfikies are budgeted for 2002. The propose~t plan and }oning amendments Provide <br />for adequate commercial services, employment opportunities, open spaces, and transit servkes to <br />accommodate the proposed high densky residential environment. <br /> <br />10. PoliCy A. 13 /Residential Land Use and Housing Element Page III-A-8) "Increase overall <br /> residential density in the metropolkan area by creating more opportunkies for effectively <br /> designed in-fill, redevelopment, and mixed use, while considering impacts of increased <br /> resldentml density on h~stonc, ex~st~ng and future neighborhood. <br /> <br /> The vacant residential-designated land within Chase Gardens nodat development area is zoned <br /> R-4 High Density Residential, which allows 20 - 112 dwelling unks per net acre. The draft plan <br /> retains the dwelling yield of these lands, while redistributing ~he residential development in a <br /> more efficient and marketable manner. The proposed amendments create new mixed -use areas. <br /> The draft plan allows the five-property historic ensemble to remain in its historic low-density <br /> state, yet retains options l~br future development. Design standards in the proposed amendments <br /> reduce the negative impacts of increased residential density on existing and future <br /> neighborhoods. <br /> <br />11. Policy A. 14 (Residential Land Use and Housing Element' Page HI-A-8) "Review local <br /> zoning and development regulations periodically to remove barriers to higher density <br /> housing and make provis ion for a full range of housing options." <br /> <br />Cost fkctors and regulatory inefficiencies are often cited as a barrier to higher-densky and mixed- <br />use development.
