new' development. The illustrative plan associated with the Willakenzie Area Plan shows how the
code requirements can be satisfied in a manner that meets nodal development objectives.

The plan includes a map identifying the proposed street network within the plan area; the street
network includes major streets (minor arterial, major collector, neighborhood collector) and local
streets (medium volume residential, low volume residential, access lanes and alleys.) The plan
also includes design standards l~br each identified street type; those standards are intended to
promote safe, convenient and economic transportation for all modes of travel.

Transportation Planning Rule (OAR 660-012-0060) contains the following requirement:

Amendments to fimctional plans, acloTowledged comprehensive plans, and land use
regulations which significantly affect a transportation facility shall assure that allowed
land uses are consistent with the ident~ed f~nction, capaciO,, and performance standards
(e.g. level of service, volume to capacity ratio, ew.) of the facility

g plan or land use regulation amendment sign~cantly affkcts a transportationf~cili~

(a) Changes the functional class~cation o fan existing or planned ~ansportation
facili~;

The functional classification of the Chase Gardens streets were not ch~ged.
Garden Way-was designated as a major collector in the A~erial and Collector
Street Pi~ (adopted November 1999).

~) Changes standards implementing a functional classification system;

The street ~.mctional classifications ~e Garden Way - Major Collector; Ceme~ial
- Minor A~efial; Commons Drive - Neighborhood Collector; Kinsrow -
Neighborhood Collector; Marche Chase - Collector; H~low - Minor A~efial; and
all others - local. The proposed mendmems and ~e required associated land use
changes that ~mplement nodal development do not affect the standards
implemem~ng the fhnctional classification system.

(c9 Allows types or levels of land uses which would result in levels el'travel or access
'which are inconsistent with the fhnctional classification of a transportation
faciliU; or
M~y of the trips both begin and end omside of the study area. The pla~ed -uses
and levels of use within the study area are consistent with the street classifications
and proposed ~anspo~ation fhc]l]ties. The planned uses and levels of use within
the study area are roughly equivatem to what was ac~owledged in the W]llakenzie
Area Pl~ (see findh~gs for Statewide Plmming Goals 9 & 10). The uses
re~anged within the nodal development area to facilitate non-automobile tra'vel
within the node. Proposed amendmems to the land use code are based on
Transpo~afion Plarming Rule recommendations for mixed use pedestfian-oriemed
cemers or neighborhood.

Exhibit A - 6

Would reduce the perfbrmance standards of the fdcility below the minimum
