The proposed <br />amendments modify the location of future uses within the node, but do not <br />significantly change the allowed uses, development yield, number or types of trips. <br />The street system will require improvements in the future years irrespective of the <br />proposed amendments. The need is attributed primarily to the location of the major <br />collector, Garden Way, and its role in the regional transportation network. <br /> <br />TransPlan sets Level of Service "D' as the acceptable threshold in Eugene, outside <br />of the Central Area Transportation Study area, but also states: "lin some cases~ the <br />Level of Service on a facility may be substandard. The local governn-tent <br />jurisdiction may find that transportation system improvements to bring <br />performance -up to standard within the planning horizon may not be feasible, and <br />safety will not be compromised, and broader community goals would be better <br />served by allowing a substandard level of service." The street network planned for <br />Garden Way at the busiest intersection will provide Level of Service (LOS) E, and <br />LOS F at the southernmost driveway to the commercial center, at peak demand <br />after improvemem. Improvements to alleviate this low' LOS would lessen <br />pedestrian accessibility throughout the node, thus broader community goals are <br />served by allowing this substandard level of service. (Re~%rence: Memoran&~m <br />dated March 7~ 2001~ from Kittelson & Associates, Inc.) <br /> <br />Therefore, the amendments comply with Goal 12 and the Transportation Planning Rule. <br /> <br />Goal J3 - Ener~ Conservation. <br /> <br />Goal 13 does r~ot apply to the actions taken. <br /> <br />Goal 14 - Urbanization. <br />]Co provide for an orderly and eflJcient transition from rural to urban land use. <br /> <br />Some of the area subject to the Metro Plan amendment is in the urbanizable area - land outside the <br />City's limits, but within the urban growth boundary.
