<br />7. The greatest challenges for this assignment stem from the limited numbers of <br />professionals who have the appropriate background and experience in this field. The <br />National Association of Civilian Oversight of Law Enforcement (NACOLE) lists 137 <br />entities engaged in some formal level of citizen review, police advisory or police auditor <br />activities. These range from simply advisory boards to formal police oversight functions. <br /> <br />Challenges of a more generic nature are related to the current public sector recruitment <br />market a Demographics reflect an aging public sector- workforce with a high <br />representation of "Baby Boomers" who are nearing retirement. The net effect of this <br />situation is a high level of qualified public servants who are leaving the workforce with a <br />far smaller number available to fill open positions. We have also experienced a greater <br />hesitancy to relocate based on the current housing concerns and other personal factors. <br />Despite these challenges, we feel the City of Eugene is a highly desirable and attractive <br />city, and are confident of our ~bility to provide a highly successful recruitment outcome. <br /> <br />
