the final interview process with the client, and will be available throughout the search
process to provide other related consulting services.

4a Proposed timeline is attached.

5. Our fee structure is based on a project basis with two components. A Professional
Services Fee and a not-to-exceed expense fee for direct out-of-pocket expenses related to
the assignment. The expense fees are "at-cost" only and are not marked up.

The Professional Services Fee for this Recruitment would be $17,900. We would invoice
this fee as follows:

. $7,900 invoiced at the initiation of the search.
. $10.000 to be invoiced at the conclusion of the assignment (appointment of the
new, Police Auditora This method of invoicing provides our clients with the
assurance that we remain totally committed and engaged through the completion
of the search).

In addition to the Professional Services Fee, direct out-of-pocket expenses associated
with the search are reimbursable by the client. Expenses for this assignment would be a
not-to-exceed amount of $8,500 without the express consent of the City. These expenses
include: advertising, clerical time, supplies, printing, telephone, postage, summary
background evaluations, and consultant travel for client discussions, meetings and local
and out-of-area candidate interviews.

Service and cost sharing opportunities are possible although not a preferred option. The
level of coordination, timing and logistics coordination is increased and timelines are
often affected. The level of savings realized is a minor portion of the professional fee
and most often impact the expense portion of the fee, which is the "same money" being
spent internally.

6. Our recruitment strategy will encompass two primary elements:

· Create a high level of visibility for the position though personalized mailings of-
the formal job announcement; web site posting on relevant internet sites; and print
advertising in relevant public sector periodicals (such as Jobs Available
magazine ).
· Create a "targeted" list of professionals related to this profession and make direct
contact via phone or email. The purpose here is to solicit interest in the position
and/or to further identify potential candidates whom are known those in the
"industry." Ultimately, it's through these efforts that we are able to secure a
qualified applicant pool, often including those individuals who were not actively
seeking new employment.
