A plan or land use regulation amendment significantly affects a transportation faciliO, if it: <br /> (a) Changes the fimctional classification of an existing or planned transportation <br /> facility; <br /> <br />The functional classifications of major streets in the planning area were not changed from <br />the designations shown on the adopted Street Classification Map <br /> <br />Changes standards implementing a functional classification system. <br /> <br />The standards implementing the street functional classification system would not be changed <br />by any of the proposed actions to implement the draft Royal Avenue Specific Plan. <br /> <br />AHows types or levels of land uses which would result in levels of travel or access <br />which are inconsistent with the f~nctional classifications o fa transportation facility; <br /> <br />OF <br /> <br />The planned uses and levels of service for all streets within the planning area are consistent <br />with classifications of transportation facilities in the area. <br /> <br />WouM reduce &e performance standar& of the facility below the minimum <br />acceptable level identified in the TSP. <br /> <br />TransPlan sets a Level of Service "D" as the acceptable threshold in Eugene, outside <br />of the Central Area Transportation Study area.
