For example, the highest relative densities of residential <br />development shall be concentrated to the greatest extent possible in areas that are or can be <br />well served by mass transit, paratransk, and foot and bicycle paths." <br /> <br />Amendments to the Bethel-Danebo Plan require that the Royal Avenue Specific Plan serve as the <br />basis for development regulations and infrastructure improvements wSthin the Royal Avenue <br />Specific Plan area. The site plan for the Royal Node proposes the inclusion of approximately 34 <br />acres of land designated for medium-density residential and residential mixed-use development~ <br />Areas designated for higher-density development are generally located close to proposed transit <br />routes and bicycle routes. The proposed street network provides direct pedestrian linkages f?om the <br />higher density areas to proposed transit routes. <br /> <br />Applicable Criteria for Approval of a Proposed Amendment to the Bethel- <br />Danebo Refinement Plan <br /> <br />The Eugene City Council will apply the following criteria from Section 9~8424 of the Eugene Land <br />Use Code to the proposal to amend the Bethel-Danebo Refinement Plan: <br /> <br />(1) The plan amendment is consistent with all of the following: <br /> <br />Statew~de planning goals~ <br /> <br />See findings of consistency with Statewide Planning Goals, pages 1-5 above. <br /> <br />Apphcable provisions of the Metro Plan. <br /> <br />See findings of consistency with the Metro Plan, pages 5-20 above. <br /> <br />c. Remaining portions of the refinement plan. <br /> <br />Policies in the Land Use Element of the Bethel-Danebo Refinement Plan are very general, calling <br />for (1) maintaining a low-density residential development pattern in most of the plan area; (2) a <br />commercial node on Highway 99 north and three commercial/residential nodes in the plan area; and <br />(3) medium-densky residential development around the Highway 99 North commercial node and the <br />three development nodes. The proposed amendments are consistent with the remaining portions of <br />the Bethel-Danebo Refinement Plan. <br /> <br />Policies in the Urban Services and Urban Growth Boundary element of the plan address parks, <br />schools, fire protection, and electric power and water. <br /> <br />Exhibit D - 20 <br /> <br /> <br />
