Parks policies related to the Royal Avenue planning area include the following: <br /> <br />~Acquisition and development of park land and acquisition of open space in the Bethel- <br />Danebo area shall receive a city-wide priority which will rnove it toward equity with other <br />pints of the city." <br /> <br />The amendments to the Bethel-Danebo Refinement Plan require that the Royal Avenue Specific Plan <br />serve as the basis for development regulations and infrastructure improvements within the Royal <br />Avenue Specific Plan area. Park and open space uses in the draft Royal Avenue Specific Plan area <br />are recommended for acquisition and development. The specific plan recommends including the <br />acquisition and development of these parks through the city's Capital Improvements Program. Some <br />of the open space in the plan area associated with the 1135 project has already been acquired. <br />Additional open space areas are recommended for acquisition as parr of the open drainage system. <br />These areas are also recormmended for inclusion in the city's Capital Improve:ments Program. The <br />proposed amendments to the Bethel-Danebo Refinement Plan are consistent with this policy. <br /> <br />"Private developers shall be encouraged to set aside land for parks." <br /> <br />Amendments to the Bethel-Danebo Plan require that the Royal Avenue Specific Plan serve as the <br />basis for development regulations and infrastructure improvements within the Royal Avenue <br />Specific Plan area. The site plan for the Royal Node identifies two areas designated for <br />neighborhood park use. ]~fthe Bethel-Danebo amendment is adopted, developers would be required <br />to conform to the site plan for the area. <br /> <br />~Landscape buffer shall be provided in conjtmction with new public improvements, such as <br />highways, freeways, power su-bstations, etc." <br /> <br />Landscaping is included in proposed new streets within the plan area. <br /> <br />Transportation policies related to the Royal Avenue planning area include the fbllowing: <br /> <br />'q[n newly developing portions of Bethel-Danebo, street network design should ensure that <br />through traffic movements are adequately served by higher level streets (i.e., arterials and <br />collectors) and that local traffic alone is encouraged to use the local streets, thereby <br />enhancing the local character of the streets in residential areas.'~ <br /> <br />Amendments to the Bethel-Danebo Plan provide ibr an arterial street and two collector streets for <br />through traffic movements. Local streets will be designed for local area traf:tSc. <br /> <br />"Where vacant parcels contain frontage on other than a local street (i.e. on an arterial or <br />collector), development of the parcel should include provision for controlled access onto the <br />higher level street, or where possible~ from an adjacent local street.'; <br /> <br />Exhibit D - 21 <br /> <br /> <br />
