New or amended community policies. <br />d. New or amended provisions in a federal law or regulation, state statues, state <br /> regulation, statewide planning goal, or state agency land use plan. <br />e. A change of circumstances in a substantial manner not anticipated at the time <br /> the Bethel-Danebo Refinement Plan was adopted. <br /> <br />The plan amendments address '~new or amended community policies." <br /> <br />In 2001~ the Eugene City Council adopted a revised Transportation Element of the Eugene- <br />Springfield Metropolitan Area General Plan (Metro Plan) and other Metro Plan text amendments~ <br />including the addition of the ND-Nodal Development Metro Plan diagram designation, and adopted <br />the updated TransPlan as a refinement plan to the Metro Plan.
