30. <br /> <br />Policy 8 (Environmental Design Element Page Ill-E-3) "Ske planning standards <br />developed by local jurisdictions shall allow for flexibility in design that will achieve site <br />planning objectives while allowing for creative solutions to design problems.' <br /> <br />The code amendments that implement the Royal Avenue Specific Plan include provisions ~br an <br />~'adjustment' process that allows the development proposal to be evaluated using a set of Design <br />Guidelines rather than design standards~ The guidelines are intended to promote flexibility and allow <br />for creative design solutions while adhering to the nodal development design principles. <br /> <br />Policy F-1 (Tran3g, ortation Element ) "Apply the nodal development strategy in areas <br />selected by each jurisdiction that have identified potential for this type of transportation- <br />efficient pattern." <br /> <br />The Royal Node is included on the Nodal Development Areas map adopted as part of TransPlan. <br />The Royal area is identified as Node 4-F on the map. <br /> <br />32. <br /> <br />Policy F-2 (Tran~portation ElemenO "Support the application of the nodal development <br />strategy in designated areas through information, technical assistance, or incentives." <br /> <br />The plarming process for the Royal node has generated a significant amount of information about <br />the node and about the nodal development concept. Plan preparation was assisted by staff and <br />consultants who produced a wide array of technical information on transportation, street design, park <br />design, housing design, economics, stormwater design, wetlands preservation and mitigation, and <br />other plan elements. The City has assumed considerable cost in preparing wetland plans and <br />in~brrnation that would otherwise have been borne by individual property owners. The City has also <br />assumed the cost of preparing the Royal Avenue Specific Plan, a general incentive for appropriate <br />development in the area. <br /> <br />33~ <br /> <br />Policy F-3 (Transportation ElemenO "Provide for transibsupportNe land use patterns and <br />development, including higher intensity, transit-oriented development along major transit <br />corridors and near transit stations, and high-density residential development within 1/4 mile <br />of transit stations, major transit corridors, employment centers, and downtown areas; and <br />development and redevelopment in designated areas that are or could be served by existing <br />or planned transit?' <br /> <br />Code amendments that implement the Royal Avenue Specific Plan proposes a tra_nsit-supportNe land <br />use and development pattern in which development must occur at an overall density of 12 dwelling <br />units per net acre; a level of density approximately twice that of development in the surrounding <br />area. Commercial uses within the node would be required to develop at a minimum floor-area-ratio <br />of 0.5; a level of intensity approximately twice that of typical suburban, auto-oriented commercial <br />development fbtmd throughout the city. Proposed design standards for the node will provide for <br />developrnent that is compatible with increased transit service to the area.
