Section 3~ This Ordinance shall become effective immediately upon its passage by the City <br />Council and approval by fhe Mayor or passage over the Mayor's veto. <br /> <br /> Section 4. An effective date of less than 30 days after adoption is necessary in order to avoid <br />confusion concerning the meaning of the fee calculation provisions and thereby to ensure that fhe <br />City can begin calculating and collecting all the revenues intended to be collected 'under the Code <br />provisions being amended.
