13 <br />EUGENE VISION ZERO <br />Dangerous Behaviors <br />Vision Zero data analysis revealed that a few behaviors seem to be related to many fatal <br />and life-changing injury crashes in Eugene. Failure to yield is the most common contributing <br />factor overall and for each mode, clearly indicating a high-priority need to be addressed for <br />Vision Zero. <br />Reckless and careless driving, as well as disregarding traffic controls are commonly <br />associated with fatal and life-changing injury crashes for drivers and motorcyclists. <br />Additionally, although people walking and biking are less likely to be involved in crashes <br />involving reckless and careless driving overall, they are highly likely to be seriously injured or <br />killed when they are involved. <br />Furthermore, while the state of Oregon has made tremendous progress toward seatbelt <br />usage over the last few decades, still over 1 in 10 fatal or life-changing injury motor vehicle <br />crashes in the state involved an unbelted driver or passenger.
