There are many actions we need to take over the next few years to help Eugene <br />reach Zero. Measuring our progress regarding those actions (via output measures looking at what we've done), as <br />well as how the needle is moving toward zero (via outcome measures looking at the results of our actions) will help <br />us understand our progress toward the overall goal, as well as provide insight into what is working well and what <br />needs more support along the way. <br />April 10, 2019, Work Session – Item 1
