In the Eugene A~erial and Collector Street Plan, Coburg Road is classified as a Major Arterial <br />up to Crescent Avenue and as a Minor Arterial north of Crescent Avenue. Crescent Averme is <br />classified as a Minor Arterial. No change in the functional classification of these streets will <br />result bom this amendment. In addifion~ no changes are proposed to the standards which <br />implement the fimctional classification system~ <br /> <br /> the Lane Cotmcil of Governments (LCOG) conducted modeling using <br /> t~ntial Nodal Development <br /> <br /> to <br /> <br />for nodal development implementation. The updated model <br />adding the one hi~h-priori¢ node in Eugene that was not <br /> <br />use with <br /> <br />/ND riot ~ <br /> <br />Based on the findings above and these model results, the proposed amendments to apply the ND <br />Nodal Development Metro Plan diagram designation and to apply the/ND Nodal D;¢elopment <br />overlay zone to the portion of the node within the City limits will not significantly affect ~ <br />tranSportation facility. Based on these factors, the mmendments are in c0mPtianc~ with OAR <br />660-012~0060. <br /> <br />Therefore, the amendments are consistent with Statewide Planning Goal 12~ <br /> Goal 13- Ener~T Conservation: To conserve energy. <br /> <br />Goal 13 maxim-mn extent possible, combine <br /> to achieve <br /> <br /> of <br /> intent.
