Transportation Planrfing Rule (OAR 660-012-0060) contains the following requkement: (1) Amendments to functional plans, acknowledged comprehensive plans, and land use re~'~lations Whfch sign~c~ntly affect a tranSportatiOn faCility s}mll assure t,5at allowed land uses are consistent with the identified fimction, capaciO; andperfbrmance standards (e.g. level of'service, volume to capacity ratio, etc.) of the faciliO~.
