ORDINANCE NO. 20290 <br /> <br />AN ORDINANCE CONCERNING THE CHANGE OF STREET <br />NAME OF CENTENNIAL BOULEVARD, LOCATED-WITHIN <br />THE CITY OF EUGENE BETWEEN COBURG ROAD AND <br />INTERSTATE 5~ TO MARTIN LUTHER KING JR. <br />BOULEVARD. <br /> <br />The City Council of the City of Eugene finds that: <br /> <br /> A. On Jarma~ 13, 2003, the City Council passed a motion by a unanknous vote to <br />initiate the processing of a street name change application to change Centennial Boulevard to Martin <br />Luther King Jr. Boulevard. <br /> <br /> B. ORS 227.120 and Eugene Code (EC) Sections 9.8475 through 9.8490 set forth the <br />procedures for considering a street name change, which includes a Type IV review process requiring <br />the planning commission to hold a public hearing according to the quasi-judicial procedures of state <br />law and those set out in EC 9.7065 through 9.7095, and to make a recommendation to the City <br />Council to approve, approve with modifications, or deny the application. <br /> <br /> On March 21, 2003, notice of a public hearing to be held by the Eugene planning <br />commission was mailed to property' owners and occupants within 300' of Centennial Boulevard, to <br />the affected Eugene neighborhood association and to persons who requested notice. Notice was also <br />posted and freestanding signs were installed pursuant to EC 9.7415. <br /> <br /> D. On April 22, 2003, the Eugene planning commission held a public hearing on the <br />proposed street name change, and following the public hearing, the planning corrnnission <br />unanhxaously recommended (6:0) that the City Council approve the proposed street name change. <br /> <br /> E. On May 11, 2003, notice of the Eugene City Council public hearing and proposed <br />ordinance were published in the Register-Guard as required by Section 28 of the Eugene Charter of <br />2002. On May 16, 2003, notice of the Eugene City Council public hearing was mailed to all parties <br />who submitted written or oral testimony and to parties who requested notice of the planning <br />commission decision, pursuant to EC 9.7440. On May 21,2003, notice of the Eugene Cky Council <br />public hearing was published in the Register-Guard, as required by EC 9.7440(3). <br /> <br /> On May 27, 2003, the Eugene City Council held a public hearing on the proposed <br />street name change, and the Eugene City Council is now ready to take action. <br /> <br /> G. Evidence exists within the record and the findings attached hereto establishing that <br />the proposal meets the requirements of Chapter 9 of the Eugene Code, 1971, and the requirements <br />of applicable state and local law. <br /> <br /> <br />
