MINUTES – Eugene City Council Meeting March 11, 2019 Page 3 <br />•Councilor Semple – agreed north Eugene needed more support and resources; requestedthe City pay for porta-potties until the construction is complete. <br />•Councilor Zelenka – supported the idea behind the motion to amend, but also noted it didn’tclarify how the funds would be reapportioned within the CIP or whether funds would bepulled from elsewhere. <br />•Councilor Clark – emphasized that he preferred the project be fully funded and completedwithin the next year or two. <br />•Councilor Zelenka – expressed doubt that the project could be completed within a singleyear; expressed gratitude for staff including greenhouse gas emissions as part of the budgetin order for council to better understand how to reach its CRO goals. <br />•Councilor Pryor – agreed that it’s time to develop Striker Field. <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Pryor, moved to adopt theFY 20-25 Capital Improvement Program as recommended by the Budget Committee, and todirect the City Manager to come back as part of the FY20 budget with full funding for StrikerField Park and an un-phased schedule. PASSED: 5:0. <br />Mayor Vinis closed the meeting of the Eugene City Council and opened a meeting of the Eugene Urban <br />Renewal Agency. 5.ACTION: Appointment to River Guides for the Riverfront Urban Renewal PlanMayor Vinis announced that she was nominating Karen Williams to the River Guides. <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Pryor, moved to appoint the Mayor’s nominee to the River Guides. PASSED: 5:0. <br />Mayor Vinis closed the meeting of the Eugene Urban Renewal Agency and reconvened the meeting of <br />the Eugene City Council. 6.POTENTIAL ACTION: Resolution Supporting Allocation of Lottery Backed Bond Funds to the <br />Eugene Family YMCA for Construction of a New YMCA Facility in EugeneCouncilor Zelenka spoke about the history of the YMCA in Eugene and its need to build a newfacility to continue its work. <br />MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Semple, moved to adopt a resolution supporting allocation of lottery backed bond funds to the Eugene Family YMCA for construction of a new YMCA facility in Eugene. PASSED: 5:0.
