MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8h Avenue <br />Eugene, Oregon 97401 <br />April 15, 2019 <br />7:30 p.m. <br />Councilors Present: Betty Taylor, Emily Semple, Alan Zelenka, Greg Evans, Claire Syrett, Jennifer <br />Yeh, Mike Clark, Chris Pryor <br />Mayor Vinis opened the April 15, 2019, public hearing and meeting of the Eugene City Council. <br />1. Items of Interest <br />Mayor Vinis - Proclaimed May 2019 Bike Month in the city of Eugene and discussed <br />opportunities for related activities; recognized the University of Oregon Women's <br />Basketball team for recent successes, including participation in the NCAA Final Four game <br />and various team and individual recognition. <br />2. PUBLIC HEARING AND ACTION: Ordinance Concerning Appointment of Presiding <br />Municipal Judge and Amending Section 2.011 of the Eugene Code, 1971 <br />No public testimony was given. <br />MOTION AND VOTE: Councilor Taylor, seconded by Councilor Semple, moved to adopt <br />Council Bill 5204, an ordinance concerning appointment of presiding Municipal Judge <br />and amending section 2.011 of the Eugene Code, 1971. PASSED 8:0. <br />PUBLIC HEARING AND ACTION: Ordinance Adopting Hazardous Substance User Fees for <br />the Fiscal Year Commencing July 1, 2019, and Providing for an Immediate Effective Date <br />No public testimony was given. <br />MOTION TO VOTE: Councilor Taylor, seconded by Councilor Semple, moved to adopt <br />Council Bill 5205, an ordinance adopting hazardous substance user fees for the fiscal <br />year commencing July 1, 2019, and providing for an immediate effective date. <br />PASSED 8:0. <br />4. ACTION: Ordinance Concerning Unlawful Transfer On Vehicular Portion of Right -of -Way, <br />Adding Section 5.170 to the Eugene Code, 1971, and Amending Section 5.990 of that Code <br />MOTION: Councilor Taylor, seconded by Councilor Semple, moved to adopt Council Bill <br />5203, an ordinance concerning unlawful transfer on vehicular portion of right-of-way <br />adding section 5.170 to the Eugene Code, 1971, and amending section 5.990 of that code. <br />Council Discussion <br />• Councilor Clark- discussed and clarified intention behind proposed ordinance; expressed <br />support for the ordinance and outlined reasons why he felt the ordinance was needed. <br />• Councilor Syrett - explained reasons for opposition to the ordinance and why she would <br />not vote in favor; urged councilors to vote against ordinance. <br />MINUTES - Eugene City Council April 15, 2019 Page 1 <br />Public Hearing and Meeting <br />
