• Councilor Yeh - discussed thoughts behind her conflicting feelings about the ordinance; <br />shared community concerns and solutions in the short-term and long-term; offered <br />suggestion for addressing safety concerns related to transfers on vehicular portion of <br />rights-of-way. <br />• Councilor Zelenka - requested data on traffic accidents related to transfers on vehicular <br />portions of rights-of-way; offered his thoughts about the intention of the ordinance and <br />voiced his opposition to the proposal. <br />• Councilor Pryor - offered his personal opinion about the ordinance and why he opposed it; <br />discussed support for exploring constitutional and legal methods for addressing <br />panhandling. <br />• Councilor Taylor- expressed her support for the ordinance, citing safety concerns. <br />• Councilor Semple - expressed her opposition to the ordinance. <br />• Councilor Zelenka - discussed nature of long-term issues related to homelessness, poverty, <br />and inequity; discussed existing methods for addressing related issues and long-term <br />goals. <br />• Councilor Clark - expressed disagreement about the approach the City of Eugene takes to <br />address homelessness and poverty and described what he felt the City should be doing. <br />• Councilor Taylor -reiterated her belief that this ordinance addresses an important safety <br />issue. <br />VOTE: FAILED 2:6, councilors Syrett, Evans, Zelenka, Semple, Yeh, and Pryor <br />opposed. <br />The meeting adjourned at 8:03 p.m. <br />Respectfully submitted, <br />'6t <br />Beth Forrest <br />City Recorder <br />(Recorded by Samantha Roberts) <br />Link to the webcast of this City Council meeting: here. <br />MINUTES - Eugene City Council April 15, 2019 Page 2 <br />Public Hearing and Meeting <br />
