Call to Order and Review Agenda <br /> <br />Ms. Taylor called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order. <br /> <br />Ms. Wilson asked to add consideration of the minutes of the June 18 to the agenda as well as a request from <br />the League of Oregon Cities (LOC) to prioritize the LOC’s legislative agenda. She noted the list was due to <br />the LOC on August 15 and had to be considered by the full council prior to the summer recess. <br /> <br /> <br />2. Approval of Minutes <br /> <br />Ms. Ortiz, seconded by Mr. Poling, moved to approve the minutes of June 18, 2008. The <br />motion passed unanimously. <br /> <br /> <br />3. League of Oregon Cities Legislative Priorities <br /> <br />The committee considered a list of legislative concepts submitted by the League of Oregon Cities (LOC) to <br />its 242 member cities for local prioritization. Ms. Wilson explained that the list was developed by the <br />LOC’s policy committees. She said that the LOC was requesting that each city identify four priorities. Ms. <br />Wilson reviewed each concept on the list and responded to questions from the committee. <br /> <br />The committee unanimously concurred that concepts F, K, and S should be priorities: <br /> <br />F. Support changes to the property tax system that maintains stability and predictability, while <br />providing greater sufficiency for needed city revenue and minimizing inequities for property <br />owners. <br />K. Work with other stakeholders to pass legislation to make it more difficult for thieves to profit <br />from metal theft. <br />S. Support a transportation funding package. <br /> <br />The committee was unable to reach unanimous concurrence on a fourth priority, with Ms. Ortiz and Mr. <br />Poling supporting the addition of item L and with Ms. Taylor preferring that item E be the fourth priority. <br />The committee agreed to forward all five concepts along with the remainder of the list to the council: <br /> <br /> <br />MINUTES—Eugene City Council July 21, 2008 Page 1 <br /> Public Hearing <br /> <br />
