Support climate change legislation that promotes the use of financially viable clean renewable <br />resources and provides financial and technical assistance to cities for energy efficiency projects. <br />L. Pursue legislation that ensures cities are included in the discussion of how to build the Oregon <br />Wireless Interoperability Network and advocate for a funding level that will allow all public <br />safety first responders to communicate seamlessly. <br /> <br /> <br />4. Legislative Priorities and Policies <br /> <br />Ms. Wilson recalled that someone at the recent Joint Elected Officials’ meeting had asked if anyone had <br />attempted to eliminate the requirement that each county have a public safety coordinating council (PSCC), <br />and she could not find in her research that anyone had. She asked if the committee would like that to be a <br />legislative priority for the City of Eugene. <br /> <br />Ms. Taylor observed that Commissioner Peter Sorenson was in the State Legislature when the concept of <br />PSCCs was adopted, and recalled that then-governor John Kitzhaber had been very supportive of the <br />concept. She said that Mr. Sorenson had indicated to her he did not think that PSCCs had done all they <br />were intended to do. <br /> <br />Ms. Ortiz did not have enough information to support the concept as a priority. Ms. Wilson said that the <br />committee could put the item on a list of items to be introduced for review by the full council. At that point <br />she would then have to find a sponsor. There was committee support for including the concept in the list of <br />items forwarded to the council. <br /> <br />Ms. Wilson recalled that Senator Floyd Prozanski introduced a bill related to surreptitious taping of minors <br />during the last session but after a courtesy hearing the bill failed to make progress. She asked if the <br />committee would like such a bill introduced at the behest of the City. The committee agreed to include the <br />concept on the list forwarded to the council. <br /> <br />Ms. Wilson called attention to the council’s list of Priority 1 bills from the 2007 legislative session. She <br />asked if the committee wished to incorporate those into the policy. Ms. Taylor suggested that the entire list <br />be shared with the council for discussion. Committee members briefly discussed whether to include the <br />concepts in the document. Ms. Taylor asked each committee member to consider the list and determine at <br />the next meeting whether they wished to include any. <br /> <br />Ms. Wilson noted a request from a Eugene Emergency Medical Technician to seek a change in the law <br />governing the wearing of floatation devices on an inner tube on a navigable river. The committee agreed to <br />include the concept on the list forwarded to the council. <br /> <br /> <br />5.
