2018 Incident Reviews, Inquiries, Policy Complaints, and Service Complaints <br />Appendix B Page 40 of 48 <br />Received <br />Date <br />Closed <br />Date <br />Time <br />Open <br />(days) <br />Classification Summary Outcome <br />10/24/18 11/27/18 33 Inquiry RP reported that an officer who came to <br />his home to present charges was <br />domineering and intimidating and <br />insisted that the door remain open <br />during their conversation. <br />Body cam of the interaction showed that the officer was <br />professional and at no time was verbally or physically forceful or <br />aggressive with RP. Calls to RP would not go through and no <br />voicemail was available. <br />10/25/18 10/29/18 4 Inquiry RP reported that while he waited 2 days <br />for officers to help with a civil standby, <br />the minutes the property manager called <br />5 officers showed up and refused to <br />allow him to gather his belongings. <br />Cpt. learned that during the incident RP had told the officers he <br />would not leave if allowed to enter the property. RP also did not <br />take officers up on the offer to gather some of his items for him. <br />The officers were patient and understanding with RP but could <br />not allow him to enter. Cpt. spoke with RP about the incident. <br />10/29/18 11/20/18 21 Service Level RP was unhappy that on officer was not <br />dispatched to deal with her drug addict <br />mother who was lurking outside her <br />apartment. <br />Review of the CAD and calls about the incident found that the <br />call was difficult to triage due to the mother continually coming <br />and going from the property. Due to the fact that no clear <br />emergency was articulated and the call loads at the time, the call <br />held on the screen until much later in the day. Supervisor spoke <br />with RP and explained what EPD could do, how Cahoots could be <br />utilized and policies that relate to her type of issue. <br />10/30/18 11/1/18 1 Performance <br />Dismissed: <br />Timeliness <br />RP reported an interaction with an <br />officer in May that he felt he was being <br />brushed off. <br />Dismissed: Timeliness <br />11/1/18 11/19/18 18 Service Level RP was upset that the illegal camping <br />issue in front of her business has not <br />been dealt with, even with repeated <br />calls. <br />Lt. reviewed the process involving the camping issue near RP's <br />business and noted where they were in that process; Lt. then <br />spoke with RP and sent an officer to attempt contact. A 72-hour <br />notice was given. Lt. has recently been assigned the camping <br />program and is reviewing to identify solutions for making the <br />program work more efficiently. <br />11/1/18 12/3/18 32 Courtesy RP was felt an officer's email exchange <br />was rude and unhelpful. <br />Review of the emails found them not to be rude, but they <br />redirected RP back to an online form without answering her <br />questions. Sgt. explained to the officer it may have been more <br />efficient to have called RP and answered her questions. Sgt. <br />spoke with RP. <br />June 19, 2019, Work Session – Item 2
