Work Completed in FY 2019 <br />The Police Commission has completed 19 out of the 23 areas of focus on their FY 2018-19 work plan. <br />Although they have performed work in all 23 areas they believe that the four (4) areas listed below need <br />further attention before marking them complete: <br />Four areas to continue focus: <br />•An assessment of what the public wants regarding police services <br />•Providing feedback to the public for police response to provide explanations about response <br />time, case status, etc. <br />•To create future recommendations to the City Manager and Council regarding the gap between <br />public expectations and the reality of Prohibited Camping Enforcement. <br />•More outreach to the public regarding the need for increasing police staffing in Eugene. <br />The Police Commission completed review of the following policies and procedures: <br />•Code of Conduct •Post Traumatic Incident <br />•Drone Team •Parade Permitting <br />•Safety Camera System •Oleoresin Capsicum Aerosol (Pepper Spray) <br />•Audio and Video Recordings •Police Pursuit <br />•Taser •Restorative Rest <br />•Department-Issued Cell Phones <br />Revised the Standards, Duties, and Conduct Policy (103): <br />With great involvement from the Liaison to the Civilian Review Board, the Police Commission, and the <br />Police department, the Police Commission concluded a collaborative effort, over more than four <br />months, to redraft the Standards, Duties, and Conduct policy. <br />Completed a yearlong review of the Drone Pilot Program: <br />The Eugene Police Small Unmanned Aerial Systems Pilot Program has been operating for more than a <br />year. The Unmanned Aerial Device policy was created from scratch. The policy approved by the Police <br />Commission included a year end presentation detailing the program. To increase transparency the <br />Commission recommended changing the name of the policy from “Small Unmanned Aerial Systems” to <br />“Drone Team”. The Eugene Police Department changed the name to match the recommendation. <br />Began discussions on homelessness and how the Police Commission can contribute: <br />The Commission recognized that the topic of homelessness is broad and emphasized defining the goal, <br />so their conversation would not become diffused to non-police related issues. The conversation that has <br />spanned more than four months, has led to commencing a review of policies that is believed to place <br />blame on the Police Department, for factors the Police Commission deems are out of their control. <br />Continued staffing level updates and the efforts toward Community outreach: <br />Chief Skinner or his designee provided monthly updates on staffing levels at the Police Commission’s <br />invitation, and responded to questions. The Commissioners used this information in their outreach <br />involving the need for increased police staffing in Eugene. <br />June 19, 2019, Meeting – Item 1
