FY 2020 & FY 2021 Police Commission Work Plan Priorities <br />The following items were identified and defined during the May 4, 2019 Police Commission Retreat as <br />areas of focus for the next two year work plan. The items are prioritized from top to bottom with intent <br />to remain flexible to support emerging issues. The Police Commission anticipates being there to support <br />new policy and process needs that the Community Safety Initiative may require. Additionally there is a <br />new focus to reach out to officers and to clarify their oversight role over policy and not accountability. <br />Order FY 2020 & 2021 Commission Community Issues and Priorities Weighted <br />Top 15 <br />1 Outreach to police officers – Bringing officers to the meeting, working with <br />Deputy Chief and Chief to identify methods to reach out to the officers, and <br />to recognize officers. <br />11 <br />2 Camping Policy & Litter – Continue to identify existing policy gaps and <br />consider fixit tickets. <br />9 <br />3 Inter-Agency Deadly Force Investigation Team (IDFIT) protocol – To learn <br />about the process, identifying stakeholders, and send recommendations to <br />the Police Chief and City Manager. <br />8 <br />4 Rotating Locations – Determining availability and scheduling meetings <br />throughout Eugene. <br />6 <br />5 Outreach to Neighborhoods – Increasing awareness of the Police <br />Commission through appointing liaisons, Commission pictures, and creating <br />a pamphlet for Commission distribution. <br />6 <br />6 Diversity, Equity, and Inclusion (DEI) Presenter two (2) to four (4) times <br />annually – schedule availability <br />5 <br />7 Policy Review: Arrest, Deadly force, Search and Seizure 5 <br />8 Protocol for release of information – EPD specific policies in addition to the <br />inter-agency review. <br />5 <br />9 Supervisor Accountability – How they are trained, evaluated, and make <br />recommendations. <br />5 <br />10 Homeless Services – To put together a recommendation to City Council <br />regarding enforcement issues for public restrooms, needle drops, public <br />dumpsters, and the impacts to Eugene Police. <br />4 <br />11 Community Safety Initiative – Review new programs and process <br />recommendations. <br />4 <br />12 Spillover into neighborhoods – Discuss the creation of a report to help <br />identify what the community is getting for their money. <br />4 <br />13 Citizen’s Police Academy – Conversation about the benefit to the city, what <br />happened before, and why did it go away?
