RP's phone <br />had been disconnected so follow up was not done. <br />12/7/18 12/17/18 10 Service Level RP, an Assets Protection team leader for <br />a local business, reported frustration at <br />not have officers respond when he is <br />holding suspects in theft or fraudulent <br />prescription issues. <br />Sgt. spoke with RP and offered to forward his concerns to the <br />supervisors of the loss prevention program to see if priority <br />levels for in custody or in progress thefts can be adjusted to <br />speed response times. <br />12/8/18 12/11/18 3 Inquiry RP alleged that a situation in which he <br />was not allowed to stay at the airport <br />was racially motivated. <br />Sgt. spoke with RP at the scene and learned that he did not have <br />a boarding pass and only passengers with a boarding pass are <br />allowed to stay at the airport after hours. RP had a flight two <br />days in the future and wanted to stay at the airport. Bodycam <br />showed the officer was following policy and protocol in the <br />situation; there was no evidence of a racial bias. <br />12/10/18 <br />12/26/18 16 Incident <br />Review/Conduct <br />Internal Review of a risk assessment <br />screening that was routed to EPD via <br />DHS. <br />Review of DHS report on a EPD employee found dispositions of <br />N/A. <br />12/10/18 12/11/18 1 Inquiry <br />Dismissed: <br />Outside <br />Jurisdiction <br />RP requested follow up on a theft report.Dismissed: Outside Jurisdiction <br />12/11/18 1/2/19 21 Policy RP requested to speak with a supervisor <br />about how transients are allowed to <br />steal shopping carts. <br />Sgt. spoke with RP about his concerns and ideas around the <br />issue. <br />12/10/18 12/17/18 7 Service Level RP is concerned about a homeless camp <br />near the river that even though the <br />owner of the land has a no trespass <br />letter, people are always camping there. <br />RP feels unsafe using the bike paths. <br />Lt. reviewed the issue and found that the owner did have a letter <br />of trespass, the Lt. responded to the site and warned the <br />campers to vacate the property or they could be cited. Lt. spoke <br />with RP about what had been done and how EPD handles the <br />illegal camping issues in Eugene. <br />June 19, 2019, Work Session – Item 2
