2018 Incident Reviews, Inquiries, Policy Complaints, and Service Complaints <br />Appendix B Page 47 of 48 <br />Received <br />Date <br />Closed <br />Date <br />Time <br />Open <br />(days) <br />Classification Summary Outcome <br />12/19/18 1/2/19 13 Performance RP was unhappy with the investigation <br />of an incident in which a man <br />approached her daughter while she was <br />waiting for the bus. <br />St. learned that the officer followed up on the report and spoke <br />with a suspect who denied any knowledge of the incident. A <br />report was written and sent to the violent crimes unit. Sgt. spoke <br />with officer about following up with victims and with RP about <br />his findings. <br />12/14/18 1/3/19 19 Performance RP reported that Animal Control is <br />refusing to provide public protection <br />from a documented vicious dog. <br />Sgt. reviewed the reports and body cams of the issue in question. <br />No policy violations were noted, and the city prosecutor <br />concurred. Sgt. spoke with RP who is still unhappy with the <br />answers he has received from EPD. <br />12/15/18 12/20/18 5 Inquiry <br />Dismissed: <br />Other <br />RP submitted a disjointed complaint <br />about an issue in 2014 with another <br />agency's officers. <br />Dismissed: Other <br />12/19/18 12/26/18 7 Inquiry RP feels EPD is harassing his friends and <br />family because they think his home is a <br />drug house. Most recently a traffic stop <br />of his girlfriend. <br />Cpt. reviewed body cam of the stop and found that the driver <br />had no front license plate on the car. The officer was cordial and <br />professional, cited the driver for a suspended license, warned of <br />driving uninsured and did not tow the vehicle. RP did not <br />respond to phone messages to discuss the issue. <br />12/17/18 12/21/18 4 Inquiry <br />Dismissed: <br />Other <br />RP submitted documents concerning <br />issues with his bank. <br />Dismissed: Other <br />12/24/18 12/31/18 <br />7 Inquiry <br />Dismissed: <br />Other <br />RP reported excessive force was used <br />against him during a incident with EPD <br />officers. <br />Dismissed: Other Review by Auditor found no <br />policy violation by officers. <br />12/27/18 1/22/19 25 Performance RP was unhappy that an officer <br />threatened to arrest her if she did not <br />return a friend's dog she had been caring <br />for due to a hospitalization, when she <br />had reported abuse to Animal Control <br />and was working with them about the <br />issue. <br />RP found that at the time the officer spoke with RP he had not <br />been given the information about RP working with Animal <br />Control, the officer was responding to a dispatch about the theft <br />of the dog. Sgt. spoke with RP about the findings and made a <br />recommendation to Animal Control to in the future enter a call <br />for service that can be seen by other officers. <br />12/28/18 1/2/19 4 Inquiry <br />Dismissed: <br />Other <br />RP reported excessive force was used by <br />EPD officers during his arrest for DUII. <br />Dismissed: Other Review by Auditor found no <br />policy violation by officers. <br />June 19, 2019, Work Session – Item 2
