2018 Incident Reviews, Inquiries, Policy Complaints, and Service Complaints <br />Appendix B Page 2 of 48 <br />Received <br />Date <br />Closed <br />Date <br />Time <br />Open <br />(days) <br />Classification Summary Outcome <br />1/17/18 2/13/18 26 Incident Review: <br />Conduct <br />RP, while apparently suffering a mental <br />health crisis, accused an EPD officer <br />named Thor of raping her years ago. <br />Sgt. investigated and spoke with the RP, and was unable to <br />provide any evidence of a crime. No EPD employees have been <br />named Thor, or have gone by "Thor." <br />1/17/18 2/22/18 35 Incident Review: <br />Performance <br />RP reported an officer who watched <br />them being attacked at Kesey Square <br />and did nothing. <br />Sgt. reviewed bodycam and found that the officer noticed both <br />RP's boyfriend and another man being disorderly and made <br />contact with the boyfriend; the other party walked away. The <br />officer offered information on services to the young man and <br />spoke with him about getting off drugs. No policy violations <br />were found. <br />1/17/18 3/12/18 55 Inquiry RP questioned whether a assault/bias <br />crime was handled correctly by officers. <br />Sgt. reviewed police reports, body cams and spoke with officers <br />and found that the investigation, including talking with unbiased <br />witnesses of the incident, showed the incident was mutual <br />combat/disorderly conduct and did not appear to be assault/bias <br />crime. Sgt. spoke with RP about the findings. <br />1/17/18 1/22/18 5 Performance <br />Dismissed: <br />Other <br />RP reported law enforcement that had <br />him on camera. <br />Dismissed: Other <br />1/18/18 1/23/18 5 Conduct <br />Dismissed: <br />Employee no <br />longer <br />employed <br />RP claimed she was only arrested for DUI <br />by an officer because she wouldn't go on <br />a date with him. <br />Dismissed: Employee not longer employed <br />1/19/18 2/27/18 38 Incident Review: <br />Conduct <br />RP alleged that an officer shoved his son <br />during a walk out demonstration at his <br />high school. <br />Sgt. reviewed the incident, spoke with witnesses and reviewed <br />body cam, and learned that the student tried to push into the <br />school first and was pushed back by the officer after being given <br />an order by school staff and officers to not enter the buildings. <br />No policy violation were found. <br />June 19, 2019, Work Session – Item 2
