2018 Incident Reviews, Inquiries, Policy Complaints, and Service Complaints <br />Appendix B Page 3 of 48 <br />Received <br />Date <br />Closed <br />Date <br />Time <br />Open <br />(days) <br />Classification Summary Outcome <br />1/22/18 3/2/18 40 Incident Review: <br />Courtesy <br />RPs reported an officer who they felt <br />was harassing them and trying to get <br />them to leave the area. <br />Sgt. reviewed the contacts between RPs and the involved officer <br />and found that the officer had been working with RPs through <br />EPD's Community Outreach Response Team (CORT) and had <br />provided them with money to buy a vehicle part to enable them <br />to move back to CA, per their request. After the help was <br />provided, RPs did not leave the area and a have since come in <br />contact with officers for various city ordinance violations. No <br />policy violations were found. Sgt. spoke with RPs about her <br />findings. <br />1/22/18 2/13/18 21 Inquiry RP could not understand why he was <br />detained in handcuffs after officers <br />awoke him and his girlfriend in the <br />middle of the night by pounding on their <br />window. <br />Sgt. reviewed details of the incident and found that a hang up <br />call for help had come from a phone connected to RP's <br />apartment, when officers could not get through a security door <br />they pounded on the window to gain access. RP came out of the <br />apartment in an angry manner and, until officers were able to <br />discern whether or not someone was in danger, RP was placed in <br />handcuffs. RP was released as soon as it was determined that the <br />call had not come from the apartment. The officers' actions were <br />within policy in accordance with the community care taking laws. <br />Sgt. spoke with RP about the incident. <br />1/24/18 2/7/18 13 Policy RP feels unprotected because her car <br />has been broken into 3 times and wants <br />to know what type of patrols happen in <br />her parking garage. <br />Sgt. obtained a summary of the patrols in the area done by a <br />security firm and then advised RP of them, also provided crime <br />prevention tips. <br />1/25/18 2/13/18 18 Service Level RP wished to request EPD do a follow-up <br />report on an issue being looked into by <br />the DEA. <br />Sgt. learned that RP was concerned about mentally ill people <br />being taken advantage of by others in the homeless camps set up <br />by St. Vincent and others. <br />1/25/18 3/5/18 40 Courtesy RP felt officers were rude and belligerent <br />when they responded to a call about <br />trespassing. <br />Sgt. reviewed body cam and found that RP was actually also <br />trespassing and did not have the authority to trespass anyone <br />else from the property. Sgt. noted officers never raised their <br />voices nor yelled at RP about the situation but calmly explained <br />the issue. Sgt. was unable to contact RP. <br />June 19, 2019, Work Session – Item 2
