2018 Incident Reviews, Inquiries, Policy Complaints, and Service Complaints <br />Appendix B Page 9 of 48 <br />Received <br />Date <br />Closed <br />Date <br />Time <br />Open <br />(days) <br />Classification Summary Outcome <br />3/11/18 4/4/18 23 Discrimination RP felt that an officer had not conducted <br />a thorough investigation due to her race. <br />Sgt. reviewed all body cam and reports about the matter and <br />learned that the issue RP was concerned about was a civil <br />landlord tenant dispute. No policy violations were committed by <br />the officer. <br />3/12/18 4/23/18 41 Performance RP's reported an incident in which and <br />officers required them to communicate <br />by writing instead of getting them an <br />interpreter. RPs are deaf. <br />Sgt. found that EPD has no one on its Language skills list that is <br />proficient in ASL. In the body cam, the officer had a successful <br />dialog with RP's using writing, RP's did not request a ASL <br />interpreter. Sgt. spoke with RP's about the incident and then <br />reached out to the Human Rights Office to see what needed to <br />be done to make EPD compliant with the Americans with <br />Disabilities Act. <br />3/12/18 3/28/18 16 Policy RP was unhappy his vehicle was towed <br />for prohibitive camping. <br />Sgt. reviewed body cam, impound reports and police reports and <br />found that the officer had probable cause to take the actions he <br />did. No policy violation. <br />3/13/18 3/15/18 2 Courtesy RP was upset that an officer addressed <br />her husband instead of her in an <br />interaction. <br />Supervisor spoke with RP who felt the officer had been sexist and <br />just wanted the supervisor to know. <br />3/13/18 4/25/18 42 Performance RP was concerned that during a death <br />investigation the body was not covered <br />quickly enough. And a wheel chair that <br />was not taken from the scene. <br />Sgt. found that the wheel chair had been left behind and an <br />officer was instructed to pick it up. Sgt. spoke with RP about the <br />issue. <br />3/13/18 3/30/18 17 Courtesy RP felt an officer was rude while citing <br />him for a moving violation on his bike. <br />Sgt. reviewed body cam of the stop and found the officer was <br />curt with RP. Sgt. coached the officer about the stop and spoke <br />with RP. <br />3/14/18 5/3/18 49 Performance RP was unhappy with how an officer <br />suddenly activated his lights, and when <br />RP pulled over, the officer kept on going. <br />ICV from the officer's vehicle did not depict the incident, but this <br />type of situation happens at times when an officer is dispatched <br />to a call and drivers think they are being pulled over. RP did not <br />respond to Sgt's calls. <br />June 19, 2019, Work Session – Item 2
