June 2019 FAQ <br />Given that, we do know in general terms how changes from Transit Tomorrow might affect the <br />implementation of MovingAhead alternatives. We know that the two biggest areas of change will be the <br />potential increase in ridership and operating cost. If Transit Tomorrow increases the level of transit <br />service in the corridors that are part of MovingAhead, then the operating costs projected under <br />MovingAhead will be lower. Those increases in level of service also mean that ridership in those <br />corridors will probably go up as a result of Transit Tomorrow. For MovingAhead, this means that the <br />change in projected ridership from the baseline conditions (No-Build) will be less. The reverse is also <br />true. If changes from Transit Tomorrow move towards a network with more coverage, then transit <br />service in the major corridors will be reduced. For MovingAhead, this means that the projected <br />difference in ridership and operating cost between No-Build (the baseline conditions) and the <br />MovingAhead options would increase. <br />Where are the projects the same? Where are they different? <br />Acknowledging that no decisions have been made about Transit Tomorrow, the current draft plan in <br />Transit Tomorrow, based on preliminary direction, recommends 15-minute service for much of the day <br />on all of the MovingAhead corridors. <br />There are two routing differences between the projects, despite their agreement on corridors. Transit <br />Tomorrow suggests removing service from the northern part of Highway 99 and running through <br />neighborhoods to reach the Route 41 terminus on Barger Drive. Transit Tomorrow also suggests <br />removing service from Amazon Parkway and focusing service on Willamette Street and Hilyard Street. <br />There are several considerations in resolving these differences. First, Transit Tomorrow is about how we <br />should deploy service today with no capital investment. What makes the most sense for ridership <br />without capital investments doesn’t necessarily make the most sense if we make the proposed <br />MovingAhead capital investments. Second, design refinement will be required for MovingAhead <br />corridors, so if there are modifications that would improve the project and are feasible, they can be <br />addressed during the more detailed project development for each corridor that will occur prior to final <br />design decisions. Finally, it may be that there is a tradeoff between being able to run frequent service on <br />the alignments in Transit Tomorrow and being able to make the capital investments proposed in <br />MovingAhead. The community may be faced with a choice about whether to operate the service on a <br />particular street without the benefits of multimodal infrastructure investments or to make the <br />investments but operate on another street. <br />Is there anything in Transit Tomorrow that will prevent implantation of MovingAhead? <br />No decisions made in Transit Tomorrow will preclude any MovingAhead corridors from being <br />constructed. The more frequency-oriented service that is implemented as part of Transit Tomorrow, the <br />more the capital investments being considered by MovingAhead can provide benefits to LTD’s riders <br />without increasing operating budget. No matter what is decided in Transit Tomorrow, MovingAhead can <br />be responsive and meet the community’s desire for improved safety and access along Eugene’s key <br />corridors. <br /> <br />July 15, 2019, Joint Work Session – Item1
