<br />May 2019 Investment Package Alternatives MovingAhead <br />30 Supplemental Refinement Report <br />3 Recommended Packages of Investment Options <br />3.1 Refinement Framework <br />Because the proposed investment packages (Build-a-Package options) were the same as the original <br />proposed packages or variations of the original proposed packages, community feedback was used to <br />refine the originally proposed package; no additional investment package options were proposed. <br />The project team reviewed the comments associated with the survey question selecting a preferred <br />investment package from the proposed investment packages as well as the comments associated with <br />the Build-a-Package options proposed by the community. The project team also reviewed the overall <br />rating of the most important evaluation criteria and the top three evaluation criteria that influenced the <br />proposed Build-a-Package options. <br />Although most public comments asked for greater levels of investment, the project team believed that it <br />was prudent to provide the decision makers with a range of investment options. Additionally, because <br />some segment of the community asked for no investment or a lower level of investment the project <br />team modified the low investment option (Package A) to further reduce investments – giving decision <br />makers an investment option with a lower level of investment than the originally proposed investment <br />options. <br />3.2 Recommended Refined Investment Packages <br />The following sections summarize how the original proposed investment package options were modified. <br />3.2.1 Enhanced Corridor <br />• Remains the same as originally proposed (Table 3.1) <br />• Serves as a bookend to the “mix and match” packages <br />• 37% of respondents indicated that they thought this package worked well or okay in meeting <br />the community’s goals <br />• 50% of respondents indicated that they had major concerns or some concerns about this <br />package meeting the community’s goals <br />Table 3.1 Enhanced Corridor Package <br /> Corridor <br /> Highway 99 River Road 30th Ave to <br />LCC <br />Coburg Road MLK, Jr Blvd <br />Before EC EC EC EC EC <br />Modified EC EC EC EC EC <br /> <br />3.2.2 Package A <br />• Originally the lowest investment option of all of the investment package options <br />July 15, 2019, Joint Work Session – Item1
