<br />MovingAhead Investment Package Alternatives May 2019 <br /> Supplemental Refinement Report 45 <br />o 30th Avenue to LCC Corridor <br />o Coburg Road Corridor <br />• Enhanced Corridor Alternative: <br />o MLK, Jr. Boulevard Corridor <br />The Valley River Center Corridor received the least public support during outreach and was not carried <br />forward to the Level 2 Alternatives Analysis. <br /> <br />Alternatives Analysis – Fall 2018 <br />An Alternatives Analysis is a part of established transportation planning practice that uses in-depth <br />analyses to understand the trade-offs behind different options and how they compare on a variety of <br />criteria. It is also an important first step in securing federal funding for local projects. <br />The purpose of the alternatives analysis was to: <br />• Help select the best investments for each corridor that support local plans; <br />• Prioritize which corridor investments should occur first; and <br />• Identify realistic funding options. <br />Locally, the City of Eugene and Lane Transit District have a commitment to a public engagement process <br />that supports informed decision-making that considers effects on people, our planet, and economic <br />prosperity (the triple-bottom-line). Collectively, these efforts are a comprehensive approach to decision- <br />making that support our community now and as we grow into the future. <br />The technical analysis that was completed for each corridor is detailed in the 2018 Alternatives Analysis <br />Report and summarized in the Alternatives Analysis Executive Summary. <br />Based on the technical analysis, the technical recommended mode options for each corridor to be <br />considered in developing the Investment Packages (Table A-3). <br />Table A-2 Corridors and Transit Alternatives Advanced to the Level 2 Alternatives Analysis <br />Corridor No-Build <br />Enhanced <br />Corridor EmX <br />Highway 99 <br />River Road <br />30th Avenue to LCC <br />Coburg Road <br />MLK, Jr. Boulevard <br />Source: CH2M.
