Ordinance Exhibit DOrdinanceExhibitD DOWNTOWN RIVERFRONT LAND USE COMPONENTS CA 19-1,RA 19-1,Z 19-5,WG 19-3,ST 19-3,and SDR 19-2 April 19,2019 (a)All refuse,toxic materials and any fill that limits or decreases the capacity of the conservation setback area to filter pollutants from runoff that flows across the conservation setback area shall be removed (not including stormwater collected and discharged from impervious surfaces). Existing conditions on the Riverfront Park site consist of mostly paved parking areas,cyclone fences,a paved bike path,and heavily armored steep banks down to the edge of the Willamette River.Armoring methods in the area of proposed riparian enhancements include heavy basalt rip-rap,large slabs of concrete,and some limited vegetative growth in between. As a result of the site's long history as an industrial and operations property for the last 100 years, most areas of the Downtown Riverfront site are governed by an Oregon State Department of Environmental Quality mandated Contaminated Media Management Plan (CMMP).Soil toxins on the site are currently understood to be mostly low levels of petroleum contaminants which have been deemed unfit for approvable off-site clean fill.However,the DEQ has agreed that soils on site can be moved around within the site per the CMMP,which includes provisions for regular on-site inspections as the site is excavated and other worker safety provisions.All existing soil will,however,be capped with a minimum of 12"of imported top soil to assure long term plant health and minimize human contact with potentially contaminated native soils. The contractor will be required under the construction contract with the City of Eugene to comply with all Erosion Prevention and Hazardous Materials requirements mandated by City Code while the site is under construction.These requirements will be made clear in the construction bid documents and associated contract language issued by the City and the construction contractor will be required to implement these measures under contract with the City. The development of the Riverfront Park will significantly enhance these river bank conditions by laying back the river bank along approximately 500 linear feet of the river;removing all basaltic rip rap and non-native species and replanting with riparian native species;and removing large areas of upland paving and replacing them with stormwater treatment and other types of landscape area. Reference attached plan sheets WR 104.1 and 104.2 for additional information on planting areas within the proposed park development area As a result of significant pavement removal and replacement with landscape areas,this standard is met. (b)Where practicable,finished grades shall encourage sheet flow of runoff across conservation setback areas to maximize filtering and infiltration of precipitation and runoff within conservation setback areas (not including stormwater collected and discharged from impervious surfaces). All proposed grades for improvements inside and outside of the /WR conservation areas are shown to drain towards the Willamette River through new or enhanced areas of riparian vegetation.All impervious surfaces will be treated through vegetative landscape areas prior to reaching the river.
