Ordinance Exhibit DOrdinanceExhibitD <br />DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1,RA 19-1,Z 19-5,WG 19-3,ST 19-3,and SDR 19-2 April 19,2019 <br />collected and discharged from impervious surfaces).Where existing <br />native vegetation already serves this function to some extent,additional <br />native plants shall be planted in order to augment native vegetation <br />already existing.Plant species selected for all plantings shall be <br />appropriate to the site given its topography,hydrology,soil,and <br />existing native plant species. <br />Bank Enhancement Area <br />Phase One of the riparian area enhancement work scheduled for the Summer of 2019 includes a <br />regrading of the riverbank along approximately 500 linear feet of the Willamette River between the <br />existing electrical tower and the future extension of 5th Avenue.This regraded bank will be <br />temporarily secured with basalt rip-rap and seeding for overwintering prior to the 2020 construction <br />season.This initial phase of work is permitted under the Phase One Standards Review application <br />(SDR 19-001). <br />Construction and replanting work in this area for Phase Two will include removal of the temporary rip <br />rap,installation of a fabric encapsulation stabilization (burrito)system followed by extensive <br />replanting with native tree,shrub,and forb species.See sheets WR104.1 and WR104.2 (Exhibit B.3: <br />Standards Review Plan Set)for planting information and details.This planting scheme will be the final <br />condition for this area which represents a significant improvement in bank conditions for this area <br />from a steep rip-rap condition,to a gentler fully planted condition.These improvements will assure a <br />higher diversity of plants,greater distances for storm water filtration and infiltration prior to entering <br />the river,and potentially better habitat for birds,insects,and ideally fish. <br />Bridge Access Path Area <br />All work in this area will be completed in Phase Two under this approval.Grading in this area will <br />facilitate the construction of a new path and create new planting opportunities all around the path.All <br />stormwater runoff from the path will be treated per applicable City Code prior to entering the river, <br />and all new plantings will be species from the Goal 5 Native plant list.These new plantings will be <br />irrigated and maintained in the future as a developed park amenity maintaining the safety of the path <br />and views to the river.Again,the proposed condition will be a significant improvement over the <br />existing steep bank and non-native and invasive species vegetation in this location. <br />Therefore,this standard is met. <br />(b)Planting or replanting within 2 5 feet of a Category B,C,or D stream <br />within the /WR conservation area shall include native tree or large <br />shrub species and located so as to provide substantial shading of the <br />channel during times of peak solar input. <br />(c)Where non-native or damaged trees are removed within 2 5 feet of a <br />Category B,C,or D stream within the /WR conservation area,they shall <br />be replaced with native tree or large shrub species and located so as to <br />achieve equal or greater shading of the channel during times of peak <br />solar input as the trees removed. <br />The Willamette River is a category 'A'stream,therefore these standards are not applicable. <br />(d)Replanting of areas cleared of existing vegetation must be completed <br />within 90 days following the removal or clearing,unless otherwise <br />approved by the planning director. <br />City of Eugene FINAL SUBMITTAL 89July 17, 2019, Work Session – Item 2
